Congress stalemate continues, crucial CLP meet on Monday

ITANAGAR, Oct 29: Congress stalemate continues even as confusion prevailed in the state after electronic media houses flashed conflicting reports of resignation of Chief Minister Jarbom Gamlin.  

However after high drama in the early hours of Saturday, nothing conclusive about the leadership issue was decided by the All India Congress Committee.

According to highly placed sources, the Congress Legislature party will meet on Monday in which AICC observers Union Minister Sushil Kumar Shinde, Incharge Arunachal Dr (Col) Dhaniram  Shandil and Congress MP BK Handique will attend.

After the meet, the report will be sent to AICC chief Sonia Gandhi who will take a final call on the leadership issue in the state.

The Chief Minister met the AICC chief this evening who advised him to hold the CLP meeting as soon as possible.

Meanwhile, according to sources the Chief Minister Jarbom Gamlin and APCC president Nabam Tuki, who is in race for the Chief Ministerial position offered to tender their resignations. The AICC is reported to have refused to act on the matter as of now.

According to Party spokesperson Abhishek Singhvi no decision on the resignation offer has yet been taken but said Congress president Sonia Gandhi would soon take a decsion on the issue.

Earlier the three member AICC committee consisting of AICC in-charge for the state Dhaniram Shandil, former Union minister B K Handique and Union minister Sushil Kumar Shinde who had met all the 42 Congress MLAs met Gandhi and apprised her of the political situation in the state.

 

Hanging bridge collapse at Seppa, many missing

ITANAGAR, Oct 29: In a horrifying incident a hanging bridge collapsed this evening at Seppa town killing one 30 year old woman and injuring scores of people.

Meanwhile  another  report said that death toll has reached six. However this is yet to be confirmed.

29 people made it to safety but of them five are reported to be in serious condition with one critically injured being referred outside for further treatment.

The Home Minister Takar Marde while confirming one dead said that people had gathered at the bridge to collect Gandhi puk, an insect delicacy locally known as Taari when the incident happened.

The incident is reported to have occurred at 4.30 this evening.

More than 50 people, mostly youngsters are reported to have been at the dilapidated bridge to catch the insects when the incident occurred.

Along with the citizens, CRPF and APP were pressed into rescue operation. The rescue operation which has been halted for the night is scheduled to start early morning tomorrow.

Local MLA Tapu Taku, who is scheduled to visit the Seppa on Sunday, said that overcrowding might have caused the incident as the bridge was weak.

Chief Minister Jarbom Gamlin today expressed deep shock and anguish at the bridge collapse in Seppa township that is feared to have caused numerous injuries and one reported death. Terming the incident as extremely unfortunate, the Chief Minister shared his grief with the bereaved family and the families of the injured.

He said that the government is constituting a one-man committee to enquire into the cause of the collapse and appealed to the people that in spite of our anguish, we must remain calm. He further said that as more concrete details emerge, the government will announce ex-gratia relief to the families.  

Meanwhile, Governor Gen J J Singh expressed deep shock over the incident. He conveyed his heartfelt sympathy to the bereaved family. Meanwhile, Arunachal Pradesh Schedule Tribe Students Union (APSTSU) has stated that unfortunate incident at Seppa took place because of the failure on the part of district administration to maintain this decade old hanging bridge. They further said there should have been strict vigilance asking people not to assemble in large number in such weak bridge.

While expressing sadness over this incident, union urged state government to provide adequate compensation to all the victims.

 

Governor calls for two-pronged strategy to strengthen border security

ITANAGAR, Oct 29: Arunachal Pradesh Governor  Gen J J Singh today  called for two-pronged strategy to strengthen the  security along international border  of Arunachal Pradesh.

Addressing the Governor's Conference at Rashtrapati Bhawan, New Delhi  today, Governor stressed on the need for infrastructure upgradation in the border areas and strengthening of security apparatus (both personnel and infrastructure) along the actual boundary.

Border security in the states  sharing international borders caused concern of late, the governor said  adding that  while borders and fences are being demolished the world over, we find ourselves in an unenviable position of thinking of constructing fences and tightening the security position.

“Basic administrative and civic services to the residents of the border habitations have to be provided at their door-step so that they do not migrate to better developed areas, leaving these strategic centers un-populated. The Central Govt. should also not apply the typical formulae of economic cost-benefit analysis before sanctioning infrastructure development projects.”

Pointing out the long porous border and rugged terrain the two districts of Arunachal Pradesh share with Myanmar, the Governor said the insurgents find a safe haven by simply crossing over when pursued by our security forces.  The Governor emphatically said “It is better to stop infiltration across the border rather than fight the terrorists on our own soil. The Governor stressed on the need to raise more battalions of Border Guarding Forces like Assam Rifles and increase their presence along the actual boundary  and Battalion of Arunachal Scout with  training centres for them.

“To check cross-border movement of UG cadres, it is important that there is increased flow of information and also that some mechanism is evolved to formalize the existing border trade haats and open viable land-routes to South –East Asia,” the Governor said.  Advocating for opening of historic Stilwell road and reviving Border Trade across Pangsau Pass with Myanmar and across Tawang with Bhutan, the Governor said  “this can be an important component of Look East Policy and can go a considerable way in improving the overall economy of the entire North-Eastern region.”

The Governor further said that activities of underground groups in neighbouring states affect the situation in Arunachal Pradesh as well. The governor said, the insurgency movement in Arunachal Pradesh, fortunately, is not a home-grown movement but is a spill-over from the neighbouring states and our eastern neighbour- Myanmar. However, it has now reached proportions that cannot be ignored, he added.  Because of their inter-state presence, it is not practical to launch full-scale operations against any of the out fit organizations in one state alone, the Governor said  adding if any operation has to be carried out it should be done  simultaneously in all the affected states. “Reaching a consensus solution acceptable to all will be a time-consuming process. We must in the meanwhile ensure, through interlocutors or otherwise that the organizations who have declared cease-fire and are in talks are not allowed to carry-out activities such as extortion and forcible recruitment, thereby not only strengthening themselves during this period but also causing a lot of hardship and harassment to the ordinary people”.

The governor also highlighted the crop productivity augmentation and improvement in rainfed farming areas in Arunachal Pradesh and said that the progress on most of the infrastructure development projects like construction of New Secretariat Building and connectivity oriented projects like the Trans Arunachal Highway, railway line to Itanagar, 4-lane highway to Itanagar, up-gradation of Advanced Landing Grounds to Subsidiary Airfields  in Arunachal has been satisfactory.

The 43rd Conference of Governors, the second presided over by President Pratibha Patil, is being attended by 28 Governors and three Lt Governors of the States and Union Territories.

 

Leadership and eastern principles and architecture of learning

ITANAGAR, Oct 29:  An informative workshop on “Evolution of modern leadership and eastern principles and architecture of learning” was conducted at Tawang by the Environmental Protection Society (EPS) sponsored by the Jamtse Gatsal Children’s community (JGCC).

Ven. Lobsang Phuntsok, Director of the Jamtse Ghatsal Children’s community spoke about leadership attributes and how to become an good and efficient leader.

Michelle Du Bios from America spoke on better way of learning and the essence of quality learning.

Chief Guest of the workshop Kemo Lollen, DC Tawang encouraged such workshop and urged  the NGO to conduct such workshop in remote villages. He said that such motivational and encouraging workshop would help the villagers live a meaningful life.

The workshop was attended by various department heads, teachers, and people from different walks of life.

 

ATA appeals for calm

ITANAGAR, Oct 29: Arunachal Teachers’ Association (ATA) has appealed the teachers and student organisatons to maintain calm in connection with the unnatural death case of late Tamer Yorpen, a student of Govt Hr Secondary School, Aalo, who reportedly committed suicide on Oct 24.

ATA secretary general Toli Riram in a release today said ATA CEC will respect the law of the land. He appealed people to be calm in such situation and not to give communal colour of the unfortunate incident. Let the law take its own course of action, he added.  

Meanwhile, ATA appealed to the concerned authority not to engage teachers in any type of enumeration duty including election. It said Right to Education Act (RTE) has clearly stated that teachers will not be engaged in election duty as the teachers are busy under the compulsory and comprehensive evaluation (CCE) system.  It further condemned the repeated threatening of media houses which is  the voice of the people.

 

Christina Lego secure first place at state Science Exhibition

ITANAGAR, Oct 29: The Directorate of Secondary Education of Arunachal Pradesh in collaboration with NCERT organized the State Level Science Exhibition-2011 on the topic “Science, Society and Environment” at Govt Hr. Sec. School, Itanagar yesterday.

Christina Lego of Govt Hr. Sec. School Dambuk stood first in the exhibition and Pelsi Tayeng of KVK Tafragam and Jamlar Kojum Tunge of Eklavya Model Residential School secured the second and third positions respectively. In exhibition conducted on various sub-themes, Arunima Jana of Govt Hr. Sec. school Hayuliang, Yashi Dorjee Philley of VKV Oyan and Debolina Paul and Puja Poddar of VKV Chimpu were adjudged the first, second and third respectively for their models on Agriculture, Energy and Environmental issues.

Nineteen participants presented their scientific models in the fields of health, agriculture, food management, environment and water pollution.

All the participants were presented certificates of participation.

Prof David Syiemliehm, Vice Chancellor of Rajiv Gandhi University and Prof Bivekanand Mishra, Ex faculty IIT Delhi and renowned chemist were the chief guest and special guest.

They delivered illuminating lecture on International Year of Chemistry. Both the dignitaries stressed on developing scientific temperament among children. He advised the young scientists to take inspiration from Nobel prize winner Madam Curie.

Principal G Kato presided over the function.

A Tayeng, DDSE was pivotal in conduct of the programme.

 

IDEA trains SHGs on micro finance resource management

ITANAGAR, Oct 29:  The Itanagar Diocesan Empowerment Association (IDEA) conducted training on Micro Finance Resource Management at Daporijo on October 20 last supported by KFB Austria.

While addressing the audience Sr. Rose Mary SABS, IDEA Co-ordinator, Daporijo said that the training aims to help improve the micro finance environment in Daporijo village.  She said that women have effective leadership skills and have the ability to manage meagre resources and grow something from small to something big. She also added that all the people should develop their standard of living and involve in effective management of natural resources and start managing on their own for the healthy livelihood.

Sr. Felicity Tangkhul and Lanuchila Ao were the resource persons who trained the group about the preservation of natural resources. In their session they highlighted about the various resources available in their area. Sr. Rose Mary taught the SHGs how to make fruit juice, jam, wine and pickles with the available fruits in the area. Yanam Nayam the Ajin –Arum SHG member thanked the resource persons for availing their valuable time in order to impart knowledge about Micro Finance to the villagers.  

Around 30 participants have benefited from the seminar. They expressed their gratitude to IDEA for having given them an opportunity to understand the importance of Micro finance resource management in rural areas.

 

NHPC signs Promoter’s Agreement

ITANAGAR, Oct 29:  NHPC Limited signed the Promoter’s Agreement with SJVN Limited and Government of Manipur for setting up a Joint Venture Company (JVC) for implementation of 1500 MW Tipaimukh Hydroelectric (Multipurpose) Project in Manipur. NHPC Limited, SJVN Limited and Govt. of Manipur will have an equity participation of 69 per cent, 26 per cent and 5 per cent respectively in the JVC.

The Agreement was signed in the presence of Sushilkumar Shinde, Union Power Minister and O Ibobi Singh, Manipur Chief Minister by ABL Srivastava, Chairman and Managing Director, NHPC Limited, LP Gonmei, Principal Secretary (Power), Govt. of Manipur and RP Singh, Chairman & Managing Director , SJVN Limited on Oct 22 at New Delhi. P. Uma Shankar, Secretary (Power), Govt. of India and D.S Poonia, Chief Secretary, Govt. of Manipur along with senior officers from the Ministry of Power, Govt. of Manipur, NHPC and SJVNL were also present on the occasion.

The 1500 MW Tipaimukh Hydroelectric (Multipurpose) Project is located in Churachandpur district of Manipur. The project has been conceived as a multipurpose storage project on the Barak river with the main objective of hydropower generation along with flood moderation of downstream area. The project is estimated to generate 3800 Million Units of electricity annually and  likely completion period is 87 months after Government sanction.

ITANAGAR, Oct 29: Team ASUD (Arunachal Students’ Union Delhi) FC entered the quarter final of the 5th NE Tamchom Football Tournament after they drew 2-2 with Super Soccer Star team in their last league match at Dr. Ambedkar Stadium, New Delhi today.

Team ASUD-FC will lock horns with Zeliangrong, Manipur in the  quarterfinal on November one.

 

Robbery at Axis bank ATM

ITANAGAR, Oct 29: In a shocking incident rupees twenty two lakh was robbed in broad day light at Naharlagun town.

The incident happened when officials of Axis Bank were about to deposit money at their ATM booth situated in A-Sector, Naharlagun.

As per the report around 12.30 pm in the day, five people who were carrying guns and lethal weapons waylaid bank officials when they were about to deposit money and looted money in gun point. Taking advantage of confused situation, the robbers manage to escape without much difficulty. However by evening police manage to arrest one of the alleged robbers.

While talking to this daily capital SP informed that immediately after getting news, Naharlagun police swung into action and arrested one robber. Further he informed that police have launched combing operation to nab the remaining robbers at the earliest.

 

NES denounces statement

ITANAGAR, Oct 29:  The Nyishi Elite Society (NES) strongly denounced the press statement made by Arunachal Pradesh Government Spokesman Tako Dabii that has appeared in cross section of local dailies today. The statement was devoid of substances and intended to confuse the innocent mass, it said.

“If people elected Govt. is not performing and fails to deliver justice and people don’t feel satisfied with them than, every citizen of the country who has elected them have every right to seek their resignation, as because they were elected to deliver service to the people,” the NES said in a release today.

The NES also ask the Govt Spokesman to clarify on who is ‘unqualified’ and qualified leaders/organizations according to him.   The NES said any elected representative should know how to respect the sentiment of its own people before making such statement which it vehemently condemned.

Reacting to the statement, NES further said the GoAP Spokesman Tako Dabii should recall that NES served seven days ultimatum by a resolution in the Nyishi Dignity Rally of Sept 13.

“On Sept 19, Government invited the NES-ANSU where it was decided and agreed upon by both NES-ANSU and Govt. that Govt. will constitute two member committee to procure the root source of information of  the Times of India (ToI) portal dated 4th May’2011 and Deccan Chronicle edition dated 5th May’2011  and report to be made within ten days  which expired on  Sept 29, after which joint meeting of Govt., NES and ANSU was to convened by the Govt. which has not been materialized till date, which proved incapability and insincerity of  Govt”, NES said. The  NES appealed Govt spokesman to desist from making such ‘misleading statement’ rather come out to reveal what is the circumstances that   Govt. could not able to  dig out the source of information of Times of India and Decan Chronicle edition.

 

DASU reacts to assault

ITANAGAR, Oct 29: Dibang Adi Students' Union (DASU), in a release said that the Deputy Director of School Education (DDSE) was physically assaulted by some miscreants at his rented house on October 26 night at around 10.30 pm.

Taking strong exception to the incident, DASU urged the DC, SP, OC of Lower Dibang Valley to take stern action against the culprits and book them under appropriate section of the law.

In December 10 last as well, miscreants vandalized the house of the present DDSE, DASU informed. It said that frequent physical assault on various HoDs in the district in the recent past has created a feeling of insecurity and fear psychosis among Govt officers serving in the district.

It said that such act deserves condemnation from all quarters.

“Although an FIR was lodged with police by the DDSE on the same night of October 26, no arrest has been made so far by the police,” DASU regretted.

 

Company agrees of repair road

ITANAGAR, Oct 29: The 37th Intellectual Forum in a release claimed that the Bharatya Infra Private Limited (BIPL) company has agreed to repair the PWD link road in between Rani to Sika Tode and Bamin Village within 45 days as per the guidelines of General Reserved Engineering Force (GREF).

The Intellectual Forum, which held a joint meeting with BIPL on October 25 last to discuss the road issue, alleged that the road was totally damaged by the company in the last one and half year.

ITANAGAR, Oct 29: Arunachal Pradesh State Transport Service Employees Welfare Association (APSTSEWA), Seppa unit has conducted social service at the premises of the Seppa STS station on Oct 27. Meanwhile, expressing concern over the rampant encroachment of Govt land under Seppa STS the Association  appealed the East Kameng DC to look into the boundary problem of STS office campus.

 

Volleyball tournament

ITANAGAR, Oct 29: The 2nd Habung Gambo memorial volleyball tournament will be organized at Subansiri stadium, Hapoli from 31st of October. This year altogether 9 teams from different districts are participating in the tournament. The tournament is being organized in memory of late Habung Gambo by RP Habung Gambo foundation to promote sports and bring sportsmen from different communities under one platform.

Nyapin MLA, Bamang Felix and Lower Subansiri Deputy Commisioner Nila Mohanan will be chief guest and guest of honour respectively for the opening ceremony.

School bids farewell to teacher

ITANAGAR, Oct 29: The teaching fraternity of government extension middle school Rengo (Boleng) recently bade farewell to assistant teacher Taguram Perme by organizing a simple function. He joined the education department in the year 1973 and was posted in many interior areas of East Kameng district. The members attending farewell function wished him best for coming years.

 

Association lodges FIR

ITANAGAR, Oct 29: Nyishi Youth Welfare Association (NYWA) has lodged an FIR against NES president Bengia Tolum and demanded his arrest in connection with the Oct 11 violent incident. The unprecedented violence incident resulted into destruction of vehicles, suffering of common people,  loss of public properties, death of Heri Tai and created law and order situation in the Capital Complex, the Association said.

NYWA further demanded resignation of Tollum as NES president alleging his involvement in political activities and misleading the society in political interest.

Talar to represent country

ITANAGAR: The child prodigy of Arunachal Laa Talar is going to represent country in the East Java Badminton Open tournament to be held at Surabaya, Indonesia. The tournament will be held from 1st to 6th November. The Indian team comprises of fifteen players, two coaches and one manager.

Talar will play in boy’s under-15 and under-17 singles besides playing in boy’s double under-15 and under-17.

 

NWA denounce allegation against CM

ITANAGAR: Nyishi Welfare Association (NWA) in its meeting held at Naharlagun yesterday denounced all the allegations leveled against Jarbom Gamlin and his family by the NES and other organizations in connection with Pradeep Thakur issue as baseless.

Giving details of the initiatives taken to solve the vexed issue beginning from written complaint lodged against Thakur by ANSU to constitution of two-member committee and submission of its enquiry report, the NWA said it greeted the findings of two-men enquiry committee on ToI issue.

“Inspite of High Court restraining order of investigations, its findings clearly made out a prima facie case against former MP Kiren Rijiju is solely responsible for entire episode of Pradeep Thakur imbroglio,” the NWA claimed.  Alleging Rijiju and NES president Bengia Tolum of suppressing truth, the Association said damages caused to Nyishi society by the duo are irreparable.

ITANAGAR: All Kimin Students Union is going to organize 1st ever literary, sports, culture meet with theme ‘exploration for excellence’ from 16th to 19th November at Subansiri Stadium, Kimin.

The main idea behind organizing this event is to promote hidden talent and to develop sense of brotherhood among the student communities, the union added in a release.
